year during the respective seasons and the authorities are unable to cope with the precautionary work when the diseases have taken their foothold, and the people have been scared into a panic, so much so that sanitary or medical advice counts for nothing. Invariably the villagers resort to methods objectionable and mischievous, that is lodging in non-infested localities and thus spreading the disease here and there. This annual farce arising from epidemics may be greatly mitigated by systematic handling of the sanitary question during the time of normal outlook. All compulsory measures do not appeal to the public and even these are done in a haphazard fashion. The improvements whether done voluntarily or by compulsion fail to accomplish the objects in view. In order to attain a certain measure of success the confidence of the public must be gained by every means possible. The angle of vision ought to be widened by imparting the necessary knowledge to the villagers by meetings, lectures, exhibitions, and demonstrations dealing with sanitation. By this means the mind of the villagers will be made to look eye to eye with regard to sanitary matters and co-operation will follow in the long run. With this object in view a sanitary league may be formed and worked as a tentative measure. 1. The sanitary league is to be formed in all district towns and large villages for the present. 2.
